Building a home is a massive investment, and watching it get built is an experience. Holy shit, it looks huge after the site is cut. Then the slab goes down — "now it looks small again." Then the frame goes up, and suddenly you're visualising the spaces, where the furniture will go, and you've got perspective.
When it comes to painting your new home, there are things you can do at design stage, before painting starts, and during the process that can make all the difference to the final appearance.
You might wonder: "How do I know the paintwork is being done right? What should I be looking for at each stage?" The answer is simpler than you might think.
To help you navigate this, we've created a detailed checklist. It's not a guide on how to paint; it's a tool for overseeing the entire painting process.
This guide will walk you through the actual sections of the PDF, explaining what to check, when to check it, and why it matters.
A note on this Checklist
This checklist is for you. Not your builder, not the site supervisor — you. It's your quality assurance tool. It helps you understand what's actually happening before site commencement, from design stage right through to understanding how the choices you and your builder make affect the paintwork.
The purpose here is simple: give you the confidence to ask smart questions without sounding like a pain in the arse.
Using this checklist or the content in it doesn't make you "that client." It makes you an informed one. Good builders actually appreciate constructive conversation. They'd rather you raise a question early and get on the same page as you than deal with a problem later on.
Communication in construction can be hard. In fact, I reckon it's the single biggest problem in residential construction. Not tools, not materials, not weather — communication failure.
And it usually shows up in one of two ways: positional, or a lack of detail.
Builders often use their knowledge as leverage. It's a tool to "win" a conversation, to maintain flexibility, to keep things in the grey so they can shift position depending on the outcome they want.
My issue with how residential houses are being built is the lack of application of the detail from the Australian Standards and how this translates into contract documentation. When you read the standards, whether you're a builder or a trade, there's a prescribed "best way" we must or should build.
Builders often say: "They're only for the bigger companies — the ones with more staff."
Bullshit.
Anyone with eyes can read a Standard and build a checklist for a critical stage or witness hold point. It's not complicated.
Most builders and trades haven't read them. Or they're "too busy doing" to know what the Standards actually say. They'll tell you they're too busy making money. Taking your money. And giving you a product they were too lazy to check.
Too lazy to confirm they'd done it the best way they must or should have.

So how does this get better? How do we actually lift quality in the construction industry?
In my opinion the only way is through Client/customer education.
Regulation/self regulation clearly doesn't work. Builders are only "penalised" after Clients pursue them through state regaultory bodies. Often the compensation after getting to the end of an arduous process is capped and doesnt cover both the issue or time. Legal options are only good for the lawyers engaged. Lawyers are happy for you to be angry, sad or positional as long as you keep paying for their time - like an uber but with paperwork.
Standards Australia made the choice to paywall standards in 2018, meaning consumers and builders all need to subscribe for access, putting up a roadblock to getting the right information to be informed.

We can't change every builder or trade overnight. But we can educate and inform Clients like you. The goal? Create market forces that steer construction quality to where it should be. Not accept the old "we've always done it this way and never had a problem" rhetoric.
Because let's be honest — "never had a problem" usually means "nobody ever called us on it."
That's the end of my rant about the construction industry. Now let's get into the sections of our paint inspection checklist, so you know what it can do for you.
Section S1: Site Management Items
When to Use It: During the project, yes, even at the pre-paint and painting stages.
What You're Checking: This section covers includes checking that environmental controls (ESC), like the sediment fence, are working and that the site is safe and tidy. Its a reminder to keep on top of site management items for compliance and to respect your neighbours.
Why It Matters: A well-managed site is the foundation of a successful build. Issues like off-site vehicle tracking or unmanaged sediment can create problems with your local government authority (LGA) and your neighbours.
Most people don't realise: trades and contractors take notice from the site they walk onto. If it's already messy, they often feel like they've got a hall pass to continue the poor behaviour. If rubbish is on the ground, guess what, that's where they will put it too. If you don't have a dedicated rubbish bin or enclosure-zero care factor will be given.
Why bother cleaning up if nobody else is? Most people just think its someone else's problem to sort out and "i wont be here long, not my issue" ill just do my thing, get paid and someone else is paid to pickup my rubbish or tidy up.
Stay on top of this early and it's easy to identify who creates issues — meaning, you can manage the matter effectively before it snowballs.
Items Explained:
- S1.01 asks you to check the sediment fence. This is for preventing soil erosion and keeping the site clean.
- S1.05 asks if the Erosion and Sediment Control (ESC) plan is displayed. This shows the builder is following best practices for site management.
- How to approach the builder: "I'm keen to make sure the site is well-maintained. Is the sediment fence and ESC measures in place and working as expected?"
Sections S2 to S9: Design and Specification
When to Use It: During the design and planning phase, before any paint is applied.
What You're Checking: These sections are about making key decisions that will affect the final outcome. You’ll be thinking and checking the house design, paint system, the influence of climate, colour selection, and gloss levels.
Why It Matters: The choices made here directly impact the durability and aesthetics of your home. For example, selecting the wrong gloss level could make cleaning harder or maintenance (touch up painting) easier.
The higher the gloss level the better the substrate preparation must be. Remember that the standard plasterboard finish level in residential construction is Level 4. High gloss walls, for example, really need a level 5 finish, that is fully set for a consistent substrate. The quality of the substrate and preparation. will be highlighted by gloss finishes
AS2311 does it apply to new residential house constructions?
Yes! Most standard residential building contracts require all work to comply with relevant Australian Standards. For painting, this is AS/NZS 2311. When the builder signs the contract, they're agreeing to follow it.
Tribunals use AS/NZS 2311 as the benchmark to decide if painting work is acceptable. For example, paint defects visible from more than 1.5–2 metres have been judged against what the Standard says is acceptable, what is considered to be a defect.
To be clear, The Standard itself is described as "a guide to products and procedures for the painting of buildings for general domestic, commercial and industrial use" . It sets the baseline. Builders can go above it, but they can't go below.
Checklist Items Explained:
- S2.01 highlights the scope of the painting work and notes that manufacturers recommendations apply when the Standard (AS2311) doesn't give you a clear answer to a specific situation.
- S4.08-S4.13 from the "Influence of Climate" section are important, particularly for exterior paint. It covers how factors like moisture, condensation and environmental conditions can degrade paint and how to mitigate the affects. This is where you ask your builder about the specific paint system they are using for your site location.
- S5: "Internal Environments of Buildings" covers important areas like kitchens and bathrooms. We note that flat finishes are not recommended for these areas due to the build-up of steam and grease and generally for washability/cleaning of surfaces. Considering the types of materials used in different areas depending on the internal environment they will be in is as important as the paint applied to them.
- How to approach the builder: "The checklist recommends considering the climate and room use when choosing paint. Can we review the selected products and sheen levels and finishes (roller/spray/brush) together?"
- S7: Selection of Colour: Consider how light exposure (or not) will affect the performance of both plasterboard and paint in different areas. Orientation of plasterboard sheets parallel to light sources will improve paint finish. Dark colours require more substrate preparation and primer coats to get finished well due to inherit light absorption. Dark colours absorb heat and can affect the performance of paint coatings over time (require more maintenance).
Sections S10, S11, S12: Surface Preparation for Substrates
When to Use It: Once the substrate (timber, gyprock, metal, etc.) is installed and ready for preparation.
What You're Checking: This is arguably the most important stage. It covers the preparation of all surfaces to ensure paint will adhere correctly. You’ll be checking that timber is properly primed, that gyprock joints are wide (depending on Level of finish) smooth, and that all surfaces are clean and free of contaminants.
Why It Matters: Inadequate preparation is the primary cause of premature paint failure. If this step is poorly, paint adhesion and finish may suffer. Prevention is better than cure.
Key Items Explained:
- S10 for timber: Timber must be at the right moisture content before painting and that dark colours can increase heat absorption. Primer coats should be applied including all end grains to reduce moisture ingress potential. Sharp edges should be rounded to improve paint adhesion.
- S11 painting gyprock: It covers the issue of "glancing light" and how it can highlight imperfections in the plasterboard finish. Glancing light is one of the biggest issues affecting paint performance. The main contribution to glancing light issues is design and choice of light fittings (light sources adjacent/broadcasting across painted surfaces). This is why a level 5 finish is best for areas with strong, angled light.
- S12 preparation of surfaces: General surface preparation is covered here, including cleaning and the importance of checking for moisture. For example, the checklist includes the note: "Inadequate preparation is the primary cause of premature paint failure and can expose the painter to liability, as applying paint may be interpreted as acceptance of the substrate's suitability for painting".
- How to approach the builder: "The checklist puts a big focus on surface preparation. How do you ensure the timber/gyprock is ready for painting, and can we check the moisture levels together?" What methods or instruments are used to check and verify moisture content (a moisture meter is the correct answer here) 😄
Sections S13, S14, S15, S16: Paint Application and Sequence
When to Use It: During the active painting phase.
What You're Checking: This is where you oversee the actual application. You’ll be checking the correct use of materials, sealers, and undercoats, as well as the climatic conditions during painting.
Why It Matters: Even with perfect preparation, poor application technique or incorrect conditions can ruin the paintwork. The temperature, humidity, and application method all play a vital role.
Key Items Explained:
- S14: Paint Application. The checklist details ideal temperature ranges (15°C to 30°C) and warns against painting in high humidity or direct sunlight. It’s a perfect point to ask your builder about their program/schedule.
- S15: Methods of Application. The checklist notes the importance of "back rolling" a sprayed-on coat to create a uniform finish, as it's "strongly recommended".
- S16: Sequence of Paint Application. This section mentions that for plasterboard, a three-coat system — sealer undercoat plus two topcoats — is the minimum required by AS/NZS 2311. This isn't optional. It's the baseline for a quality finish. If your builder tries to skip the sealer or cut corners, you'll know exactly what they're leaving out.
- How to approach the builder: "The checklist suggests conditions like temperature and humidity are important during painting. Could you talk me through your process for monitoring these?". Are the painters completing a paint application and quality log?
Section S17: Execution and Final Inspection
When to Use It: At the end of the job, during the final walkthrough.
What You're Checking: This is your final quality control. You’ll be checking labels against contracts, reviewing quality assurance records, and looking for any defects.
Why It Matters: This is your opportunity to ensure everything matches the specification before you hand over your final progress payment.
Key Items Explained:
- S17 covers the final review, including checking paint labels against the contract and ensuring quality assurance records are complete.
- The final part of the section also includes advice on "Touch Up," noting that achieving an invisible repair is difficult, especially on high-gloss or sprayed finishes.
- How to approach the builder: "I'd like to go through the final inspection checklist with you to ensure everything meets the specification. Can we review the quality assurance records together?"
Painting is a journey
Building a home is a journey, and this checklist is your painting roadmap. It helps you to be an informed observer — not a bystander watching from the sidelines.
By reading this checklist, you're taking control of the quality of your new home.
Painting isn't just about the labour and the liquid coating. It's not even just about the painter. It starts way before the first tin gets opened.
It's about how your house has been designed. Where the light sources are. How plasterboard linings have been aligned to those light sources. What materials the paint is being applied to. How surfaces have been prepared. The environment during application — temperature, humidity, ventilation. The sequence of priming, cleaning, and top coating.
Design choices and the painting schedule affect the final outcome just as much as the paint itself.
This checklist covers all of that. From design to handover, it gives you the confidence to ask the right questions at the right time. Quality paint work isn't just finding a good painter — it's planning, preparation, and holding people accountable to the Australian Standard (AS3211).
How many standards are there?
Great question. A metric boatload.
We've embedded the Natspec reference document below, which outlines the standards, titles, and a short description for each. Take a scroll through it — it's a lot, I know.
But here's why we feel so strongly about this: construction quality can be improved almost overnight, just by ensuring each trade and supplier creates simple processes and checklists to apply the standards relevant to their product or service. If it's good enough for airline pilots and doctors — simple checklists to ensure predictable outcomes — then why isn't this regulated into residential construction?
We're not saying they need ISO9001 compliance. That's overkill for most companies unless they want or need it for marketing or to win tenders. We're talking about basic alignment to the standards they're being paid to follow.
Quality management shouldn't be delegated down the chain to one poor bugger. It's unfair to expect a single building supervisor to catch every issue, on every trade, on every site. That's the Sauron approach — one ring to rule them all — and it's almost impossible to pull off. Everyone knows this, yet the industry keeps pretending that magically things will get better without developing or implementing any method to actually improve.
Just keep shouting "deregulation" and "remove red tape" so the builders and trades can self-assess with little to no oversight. That should fix our already broken industry.
Wait, perhaps we should import a few hundred thousand skilled workers from overseas. Workers who are technically qualified but who have a different value system or moral or ethical code to our own. What could go wrong with that and no oversight? Let the companies sort this out. I'm sure, because they already do such a good job at this, because our industry is defect-free, that pouring fuel on the fire in terms of additional labour will clearly amplify their already sound quality management processes and practices. /S
Look — I get it. The problems feel massive. The industry is complex, and the idea of fixing it can seem impossible.
Like most overwhelming goals, when you break it down into smaller chunks and delegate authority and responsibility, suddenly the big task becomes achievable.
And that's exactly what this checklist is. A small chunk. A practical tool. A way to start.
